The operator dashboard is where the promise made on the app's receipt screen gets kept or broken. Every view here is designed for repeated use over long shifts — high-contrast text on warm dark surfaces, density where it earns its keep, no decorative chrome.

Warm dark, not cold navy. Same palette as the marketing sites and citizen app, inverted. Same typography system.
Five surfaces covered: Overview (what happened today), Triage (what needs a decision now), Work Orders (kanban of dispatched crews), Map (geographic view), City Indices (leadership read).
Color carries meaning. Category chroma is subtle, not gaudy. Status color signals action. Rust is reserved for one kind of attention: primary action or escalation.
Data looks like data. Geist Mono on every number, reference, timestamp. Fraunces only on the brand-level moments.

What this draft does not cover yet

Report detail page. Click-through from any row → full report with before/after photos, full lifecycle timeline, operator audit trail, re-route history, discussion notes. Mirrors the citizen report-detail mockup but with operator actions.
Field crew interface (mobile). The other mobile app — the one field teams use to upload completion photos. Needs its own design pass. Simpler than the citizen app, denser on tap-targets.
Companies & SLA Rules admin. Management surfaces — define responsibility matrices, SLA tiers, departmental contacts. These are low-design-priority but need to be functional.
Shadow dashboard preview. The sales-asset version of this dashboard, generated for unpartnered municipalities from citizen activity we forwarded to them (N01 / N02 in docs/nuggets.md). Same visual language, read-only, "here's what's happening in your city".
Light theme fallback. Some officials will print dashboards or project them in bright rooms. A light variant of the same system should ship, but dark is the default working mode.
